No, ProRat doesn't work on Windows 10. The latest version was developed a long time ago and it doesn't support Windows 10. It's also detected by absolutely every antivirus unless you add it to the exclusion list found in the configuration sections of the security software that you use.
I've also checked for an updated version, but there isn't one available which means the software is discontinued completely.
On a side not, you might run it in compatibility mode, but it's a hit and miss because not all functions will also work.
I tried looking at the help file, but it didn't come with the download.

Actually the Help file is in the archive that you've downloaded. I've myself downloaded ProRat and extracted its contents using the password pro and then I had the possibility to load the English.CHM file that's actually the Help guide. It's nicely designed and when you click on a topic, the information is displayed on the right side of the window.

Providing a password for the zip file in order to activate the program is not recommended.
